We are looking to hire an experienced Programme Manager to manage the deployment of the programmes for airport and field-based aviation security screening technologies, and coordinate the installations, commissioning and testing with both internal and external parties within Israel. The role will primarily cover Tel Aviv – Ben Gurion and Ramon Airports.
In this role, as an experience programme manager you will be responsible for all phases of programme management planning and execution: Initiate, Plan, Execute, Monitor, Control & Close. You will achieve this via deploying various Programme Contract Management tools and techniques, ensuring adherence to contracted deliverables within agreed scope, timescales and budget. Furthermore, you will liaise and coordinate with multidiscipline subject matter expertise across Smiths Israel and the Centers of Excellence / Manufacturing plants.

Duties & Responsibilities
The role has clear delivery accountability, requiring leadership and collaborative effort with internal and external suppliers, with responsibility for timeline, scope of services, cash collection, costs and margin.
Negotiate and reach agreement with customer or end user (internal or external to company) on Programme specifications including Programme deliverables, scope, time, cost and quality.
Plan, develop, and implement team policies and goals; creates Programme documentation including charter, PID, Project Management Plans - which includes Process Definition; Risk and Issue Management plan, Change Management and controls as well as effective communication plans.
Organize and coordinate activities of the team that may include Manufacturing, Engineering, Planning, Maintenance, or Research and Development, to effect Programme efficiency and economy, across single of multiple sites globally.
Analyze and report on team budget estimates against Programme goals and price/cost objectives and allocates and manages operating budget.
Communicate effectively with Customer, CoE’s, Smiths Programme team, and with Subcontractor/Prime Contractor management team; to include monthly sales forecasts, monthly Programme Review presentations, status reports, and In Progress Review presentations.
In a matrix organization, manage 1 to 25 team members in a multidisciplinary team. Responsible for the overall support, coordination, and results of team activities.
Deliver the programme within agreed scope, timescales and budget.

You have Bachelor (or higher) degree in Electronic or Mechanical Engineering or Computer Science. Further education in Project Management, Technology, Engineering, Manufacturing Processes and/or Business Management is preferred.
PMI, PMP, APM registration and/or IPMA and/ or Agile or Prince 2 Practitioner accreditation required.
Significant experience in long-term Project or Programme Engineering Management roles with experience in product development, system & sensor integration, and direct interface and influence with partners and customers. Xray screening and system integration experience is a plus.
A demonstrable track record of successful Programme and Project delivery within approved budget, Schedule, and performance specifications
Working knowledge of Microsoft Office software including: Outlook, Word, Excel, PowerPoint and Project. Knowledge of Access and Visio is also recommended. Primavera preferable.

You have exceptional people and communication ability with superb problem-solving skills and able to think and perform under pressure while leading a team to deliver customer solutions
For this role, you should be based in Israel but with ability to travel up to 45% of time including travel to foreign countries.
You are Fluent in English and Hebrew, further knowledge of German or French languages is a plus
